I experienced the same issue. The only way I managed to work around it was to 'pecl uninstall radius' and then 'pecl install -a'. After that I was able to run 'pear install -a Auth_RADIUS' with success. Not sure if that's the correct fix, but at least my code works now.

I moved to package2.xml and fixed the depencies
